Background of company

QSS Safety Products (S) Pte Ltd (QSS) specialises in providing a comprehensive range of Personal Protective Equipment and Quality Safety Solutions in Singapore. They are the Original Equipment Manufacturer (OEM) of their own in-house brands, and are also distributors of other global safety products. QSS also provides consultancy and training services to enhance and improve workplace safety. Being a progressive company, it is part of QSS’s culture to be vocal and proactive in learning. It is also currently a member of a management association which allows them to share and learn new management techniques.

Prior to implementation and use of the HR Capability Toolkit, QSS’s performance management program was more a documentation exercise with little follow-up action beyond a bonus payout to employees. There were no performance improvement measures and actions flagged out after this annual exercise. Bonuses to employees were also provided at the recommendation of the Heads of Departments, and were based on the available bonus pool without a company-wide moderation of results. In addition, warnings were only verbal in nature for cases of bad performance or non-adherence to company policy.

Better linkage between performance and compensation

After undertaking a consultancy project under the HR Capability Program, QSS is currently using the Performance Appraisal Form and linking it to each department’s KPI for goal setting purposes. For cases of non-compliance to company policy or under-performing staff members, a letter is now issued to the employee and a duplicate copy is filed in the employee’s personnel file.

After undertaking a consultancy exercise for the HR Capability Toolkit with SNEF consultants, QSS is currently using the Performance Appraisal Form and linking it to each department’s KPI for goal setting purposes. In addition, QSS has also started providing staff members with a company-wide bonus, and a Personal Achievement Bonus in 2011. This is done by allocating a sum of money for individual performance bonuses at the start of the year if the company makes a profit. After the performance review exercise, the completed Performance Appraisal Forms are given to the Board of Directors for moderation and evaluation before deciding on any pay increment or promotion for the employee.

Should an individual not meet individual performance benchmarks for work done during the year, he will receive a smaller quantum of the bonus payout. This step, along with the formal and informal appraisals received throughout the year (HOD Evaluation, Self-Evaluation, CEO’s Observation), will allow the individual to constantly receive feedback on how to act on his highlighted shortcomings.

By being progressive in HR practices and in sustaining an excellent culture of continuous learning, QSS is able to further evolve their HR System from a basic to a more comprehensive and integrated system to assist the business.
